He was believed to have drowned at around 7:3 a.m. on January 1, according to a spot report released by the Puerto Princesa Coast Guard Station (PPCGS).
P/Lt. Col. Imelda Tolentino, the spokesperson of the Police Regional Office (PRO) MIMAROPA, identified the drowning victim as Stephen Duane Dewitt, a US citizen residing in Manalo Street, Puerto Princesa City.
