Western Philippines University and the Iwahig Prison and Penal Farm conducted a human rights awareness seminar and a training needs assessment on December 5, as part of efforts to strengthen rehabilitation and reintegration programs for persons deprived of liberty in the province.
The human rights seminar, held at the Medium Security Compound of IPPF, was organized by the College of Criminal Justice Education of WPU under the fourth extension cycle of its Justice Education and Rehabilitation for Reintegration program. Thirty persons deprived of liberty participated in the activity.
Dr. Leo L. Casilagan of CCJE-WPU led the discussion, focusing on the fundamental rights of persons deprived of liberty and the legal safeguards that protect them. The session encouraged dialogue on dignity, lawful procedures, and fair and humane treatment inside correctional facilities.
The activity was supported by CCJE faculty members and students who handled preparation, facilitation, and documentation, with coordination from the External Affairs Section of IPPF to ensure compliance with institutional protocols.
On the same day, WPU also conducted a Training Needs Assessment at IPPF under its Research, Innovation, Development and Extension program to identify priority skills and development gaps among persons deprived of liberty.
A total of 100 participants from the Medium Security and Minimum Security compounds of the Central Sub-Colony took part in the assessment. Deans, faculty members, and focal persons from WPU facilitated the activity, while the IPPF External Affairs Section managed coordination.
Participants completed assessment forms with guidance from the WPU team, allowing them to identify areas of interest and training needs.
Initial observations showed strong interest in livelihood programs, particularly agriculture and vocational training, as well as foundational education to support personal development and reintegration.
Bureau of Corrections Director General Gregorio Pio P. Catapang Jr., through IPPF Superintendent C/Supt. Gary A. Garcia, expressed continued support for initiatives that promote human rights education and strengthen rehabilitation and reintegration programs for persons deprived of liberty at the Iwahig Prison and Penal Farm.
