Torres: WESCOM key in defending sovereignty

The Western Command marked its 49th founding anniversary on Monday, with Vice Admiral Alfonso Torres delivering a strong message of unity and renewed commitment to defending the country’s sovereignty in the West Philippine Sea.

During his remarks at the ceremony, Torres underlined the operational transformation of Western Command (WESCOM) under his direction, citing advancements in preparedness, discipline, and morale despite ongoing regional concerns.

“There were difficulties and obstacles, especially when we formed our new, optimal, flexible, and dynamic operations and hybridized team,” Torres said.

He stressed that WESCOM must remain focused, unified, and strategically oriented in the face of regional conflicts, connecting these internal changes to the larger national goal for security, sovereignty, and territorial integrity.

Despite “turbulent geopolitical tensions,” he stated that WESCOM has maintained its leadership position in national security initiatives, and the Command has been commended for its flexibility via interagency cooperation, joint force operations, and strategic capability-building.

“So here we are, strong and united, as we have translated our joint force actions in de-escalating frictions from all corners,” Torres said. “We are standing ever strong—employing complex base operations, building new capabilities, ready for interagency operations, strengthening alliances, and showing our value to the community of nations.”
Seventeen personnel and stakeholders were honored during the program for their contributions to WESCOM’s mission. Torres described them as “important pieces of empowerment” who brought innovation and change to the Command’s operations and support systems.

Among WESCOM’s reported accomplishments are continued maritime air and sea patrols over 129,000 square kilometers of sea domain, which he said ensured that Filipinos “enjoy the benefits of our territorial waters.”

He also reported a “steady state” in internal security conditions, with zero insurgency maintained through community support and unified front programs.

Peace and harmony in the city and across Palawan were further emphasized via the efforts of the Joint Special Operations Task Force.

In line with WESCOM’s modernization efforts, Torres announced the renaming of its three key joint task forces to reflect strategic realignments.

Joint Task Force Peacock has transitioned to Joint Task Force Guardian, dedicated to national security and internal stability.

Joint Task Force iCARE has been redesignated Joint Task Force Defendair, reflecting its expanded mission encompassing disaster response, airspace protection, and national security.

In alignment with its evolving strategic objectives, Joint Task Force West is now designated Joint Task Force Arrowhead, emphasizing its commitment to achieving decisive regional advantages within competitive operational landscapes.

Torres said the Command is also preparing for the future through its framework, with plans for mid- and long-term acquisitions of defense capabilities aligned with national planning guidelines and a six-year modernization program.

“Rest assured that our ecosystem of defense and support capabilities is poised to meet the emergence of new technologies influencing future warfare,” Torres said, adding that WESCOM’s progress in internal security will serve as a strong foundation for its evolving territorial defense role.
