Ayon kay Mitra Tanjilani, municipal disaster risk reduction and management officer (MDRRMO) ng Balabac, ito ay sa ilalim ng Recovery and Rehabilitation Program ng Office of the Civil Defense (OCD) at nanggaling ang pondo sa Tropical Storm Vinta Rehabilitation Fund.
