Speaking to reporters on Thursday, Cabinet Secretary Karlo Nograles said that while the project needs to go through rigorous requirements, including social acceptability, the province needs to anticipate its future power demands.
Speaking to reporters at the Palawan State University, Nograles described as "birth pains" the current low buying prices being experienced by farmers as a result of cheap imported rice.
