The Palawan Provincial Board has formally recognized the heroism of the late Staff Sergeant Cesar R. Barlas, a Marine who was posthumously awarded the Armed Forces of the Philippines’ (AFP) highest military honor, the Medal of Valor.
In its regular session on September 6, the Sangguniang Panlalawigan passed Provincial Resolution No. 21441, Series of 2025, citing Barlas as the first Palaweño to receive the prestigious award.
The resolution stated that “Staff Sergeant Cesar R. Barlas of the Philippine Marines displayed extraordinary courage during an armed encounter with the New People’s Army at Sitio Kabuyuan, Barangay Mainit, Brooke’s Point, Palawan, displaying exceptional bravery and sacrifice.”
It added that his actions “ultimately cost him his life, but his sacrifice remains a testament to his valor and dedication to service.”
Barlas, a team leader of the 61st Force Reconnaissance Company, was killed in the September 3, 2020 firefight.
His Medal of Valor was later conferred by the Armed Forces of the Philippines, honoring his leadership and gallantry in combat.
Present during the session were members of his family, including Mary Joy, Cheryl, Willie, and Resty Barlas, who accepted the resolution on his behalf.
They were joined by Lt. Col. Rommel Geli, commanding officer of the Marine Battalion Landing Team-9, and 1st Lt. Jenny May Rey.
Vice Governor Leocio Ola suspended the session to give way to the recognition ceremony and photo opportunity.
“It is fitting and proper to honor the ultimate sacrifice of Staff Sergeant Barlas, who brought pride and honor to the province of Palawan,” he said.
