The Puerto Princesa City Police Office (PPCPO) has addressed public questions circulating on social media regarding what happens to master cases of smuggled cigarettes confiscated during their operations.
The clarification comes amid criticisms from netizens questioning the police’s efforts to combat cigarette smuggling.
In an official statement, the PPCPO explained that the confiscated contraband does not remain under their custody. Instead, it is turned over to the Bureau of Customs (BOC) for proper handling after the completion of inventory and evidence processing.
Once the smuggled cigarettes are received by the BOC, a new inventory and documentation process is conducted. This is followed by the issuance of a Warrant of Seizure and Detention (WSD), which becomes the basis for initiating forfeiture proceedings under Republic Act No. 10863 or the Customs Modernization and Tariff Act.
The PPCPO further stated that once it is confirmed that the items are smuggled, the BOC takes charge of their destruction. This process is public and often witnessed by other government officials and members of the media.
The police emphasized that the destruction of confiscated smuggled cigarettes falls outside the PNP’s jurisdiction.
Meanwhile, the PPCPO reiterated its call to the public to immediately report any illegal activity in their communities, especially those involving smuggling, which they said has a significant impact on the economy. The police said such cooperation is vital in stopping and eventually eradicating those involved.
