While the city governemnt has begun releasing employee bonuses ahead of Christmas, job order and contract of service workers face the risk of delayed release due to pending payroll submissions.
The City Treasurer’s Office said it has so far received only the payrolls of regular employees, with about 80% to 90% already submitted and now being processed for release before December 25.
“Nasa 80-90% na ang naihatid sa amin at may overtime naman kami today [December 23] para lang ma-process ito at maibigay sa kanila [regular employees] bago magpasko,” the City Treasurer’s Office said then.
Payrolls for job order and contract of service employees, however, have yet to be fully submitted.
The treasurer’s office stressed that the timing of their bonus release depends on how fast individual offices complete and forward the required documents.
“Sa mga JO naman, hindi namin kontrolado ‘yun kasi naka-depende ‘yan sa kanilang mga opisina kung nasaan na ang mga payroll nila at kung ano na ang natatapos bago makarating sa amin,” the office added.
Despite the risk of delay, the City Treasurer’s Office said it will continue processing payrolls beyond Christmas, including overtime work on December 26 and December 29, to ensure all eligible employees receive their incentives.
“Anyway, may overtime naman kami ngayon at sa December 26 andito din kami at sa December 29 ay may overtime uli kami para talagang maibigay sa lahat,” the office said.
City Councilor Modesto “Jonjie” Rodriguez II, chair of the committee on appropriations of the Sangguniang Panlungsod, said all eligible city government employees will still receive bonuses, provided they meet the required length of service.
“Lahat ng employees ng city government ay makakatanggap ng bonus basta sila ay naka-apat na buwan na sa trabaho,” Rodriguez said, adding that those with less than four months of service will receive prorated amounts.
Under Supplemental Budget No. 2 amounting to more than ₱61 million, regular employees are set to receive a ₱20,000 service recognition incentive, while eligible job order and contract of service employees will receive ₱7,000 in gratuity pay.
