The province’s power cooperative renewed its call Thursday for the National Electrification Administration (NEA) to expedite the selection process in the hiring of its permanent general manager.

Palawan Electric Cooperative (PALECO) board chairman Jeffrey Y. Tan-Endriga said this is because until now, the NEA has not come out with a decision regarding the general manager (GM) selection despite their resolution in December last year requesting it to hasten the process.

“Meron na tayong resolution sa NEA requesting to expedite the evaluation of the three applicants. As of now hindi pa kasi lumalabas. May constant communication naman on the side of PALECO to follow-up (We already have a resolution requesting the NEA to expedite the evaluation of the three applicants. As of now, the decision has not come out. But on the side of PALECO, there’s constant communication to follow-up),” Endriga said during the 1st Quarter Press Conference of the PALECO.

PALECO project supervisor and acting general manager Engr. Nelson A. Lalas, on the other hand, said that if a new GM has been selected, his assumption will be “automatic.”

“Of course, kapag may confirmation na ng new GM, automatic na po siyang mag-take over. Siya na ang mag-GM kasi gagawa na rin ng notice of order ang NEA niyan (Of course, if there is already confirmation of the new GM, he will automatically take over. He will be the GM since the NEA will already issue a notice of order regarding that),” Lalas said.


Endriga explained Lalas’ function at the PALECO is dual as acting GM and project supervisor.

In case the evaluation gains result in the following days and the NEA has recommended a permanent GM which the PALECO board will appoint, Lalas can stay as project supervisor until such time the power cooperative’s technical problems have been resolved.

“Kapag may resulta na ang evaluation at nakapag-recommend na ang NEA ng GM na i-a-appoint ng PALECO board, Engr. Lalas can stay to be the project supervisor while at the same time may permanent general manager na (If the NEA has come out with a result and has made a recommendation for the GM that the PALECO board will appoint, Engr. Lalas can stay as project supervisor at the same time there is already a permanent general manager),” Tan said.

Endriga said it is better for PALECO to have two leaders who will help get its services better and its program implemented as soon as possible.

PALECO currently has three applicants vying to fill up the position of general manager — Cesar Joseph R. Baloloy, Alladin P. Cruz, and Gonzalo G. Ong Jr.
