Consumers across Palawan will see cheaper electricity bills this November after the Palawan Electric Cooperative (PALECO) released its updated power rates for 2025, showing significant drops across several service areas.
The decrease follows the start of the 40-megawatt Power Supply Agreement (PSA) between PALECO and Delta P, Inc., which took effect on October 4.
A comparison of October and November rates shows the impact of the new supply deal on mainland towns served by independent power producers.

Mainland Palawan (October vs. November)
October 2025:
- Residential: ₱15.4783/kWh
- Commercial: ₱14.3633/kWh
- Industrial: ₱14.3368/kWh
- Public building facilities: ₱14.4604/kWh
- Streetlights: ₱14.1595/kWh
November 2025:
- Residential: ₱13.9328/kWh
- Commercial: ₱12.8179/kWh
- Industrial: ₱12.7913/kWh
- Public building facilities: ₱12.9150/kWh
- Streetlights: ₱12.6140/kWh
This means mainland consumers experienced a ₱1.5455 per kWh reduction across categories.
PALECO spokesperson Maria Janelle Rebusada said the adjustment is meant to ease the burden on households.
Rebusada added that the PSA brought generation charges back to the Subsidized Approved Generation Rate (SAGR) as promised during the last AGMA.
“Mas magaan po ito para sa mga kabahayan. Gusto naming maramdaman ng mga tao na may malinaw na dahilan ang pagbaba ng singil at bahagi ito ng mas maayos na supply,” she said.
“Alam namin na malaking bagay ang kahit maliit na bawas sa bayarin. Patuloy naming tinitingnan ang mga paraan para maging mas abot-kaya ang kuryente,” she said.
The November rate charts also show how each service area moved through the year.
What the four graphs show
Mainland Palawan
- Rates peaked between April and June.
- Residential charges climbed above ₱17/kWh before sliding down.
- All categories dropped steadily and hit their lowest levels in November.

San Vicente, El Nido and Rizal
- Rates stayed stable from January to November.
- Most movements stayed between ₱9.50 and ₱11/kWh.
- A small increase appeared in July and corrected by August.

Araceli, Balabac, Cagayancillo and Agutaya
- Biggest decrease happened early in the year, from January to May.
- Rates dipped sharply by midyear, rose slightly in July and then flattened until November.

Cuyo and Magsaysay
- Most stable among the four.
- Residential rates moved gently between ₱10.80/kWh and ₱11.20/kWh.
- Small fluctuations but no sharp jumps.

PALECO said the long-term PSA with Delta P is expected to maintain lower prices for the next 15 years, helping protect consumers from higher generation costs and sudden price swings.
