NPA vows to punish former comrade

The Bienvenido Vallever Command (BVC) labeled former high-ranking rebel leader Toting as a traitor.

The provincial command of the New People’s Army (NPA) has vowed to punish high-ranking rebel leader Alimar Libuna Toting (Ka Allan) for surrendering.

Salvador Luminoso, the spokesperson of the Bienvenido Vallever Command (BVC), released a statement naming Toting as a “traitor”.

Toting surrendered with seven returnees to the 3rd Marine Brigade (3MBDe) early in November.

He said he had long been planning to retire from the armed wing of the Communist Party of the Philippines (CPP) because of failing health and to rejoin his family and a son whom he had not seen for a long time.

Luminoso said if the NPA does not get to Toting first who betrayed his comrades, he will be likely “liquidated” by the “enemy” who will not take care of a “snake” for long.

Luminoso also claimed that the seven surrenderees have long been disconnected from the insurgent movement. He said they are mere “opportunists” who are only exploiting circumstances to gain access to the government’s offer of financial packages under the Enhanced Comprehensive Local Integration Program (ECLIP).

He said Jurin Libuna Aldea (Ka Wilme) and Soren Libuna Aldea (Ka Justine) had cut their connection with their revolutionary movement 10 years ago, while Toting’s brother Glenmar Libuna Toting (Ka Resmi) had already surrendered in 2015.

Luminoso also claimed Melody Libuna Toting (Ka Honey/Hana), who served as medical officer of the BVC, and her husband Vicente Sonio Lachica (Ka Troy, Andre, Harold, and Rejon), had left them in September 2019 to raise their own family.

“Pawang mga kamag-anak lamang niya (Ka Allan) ito na hindi na aktibo sa rebolusyonaryong kilusan,” Luminoso said in the statement.

Arnold Atres (Ka Randy) and Janeth Ortega of Ganap na Samahang Masa (GSM), on the other hand, are allegedly “fake surrenderees” because they are non-members who only wanted to receive money.

Luminoso added that the plan of the Provincial Task Force-Ending the Local Communist Armed Conflict (PTF-ELCAC) and Armed Forces of the Philippines (AFP) to bring the revolutionary fight to a stop will only “remain as an illusion” as long as the government is refusing to reopen the peace talks.

“Kung nais ng rehimeng US-Duterte na tapusin ang ugat ng armadong tunggalian sa Pilipinas ay muling buksan ang usapang pangkapayapaan sa pagitan ng NDFP (National Democratic Front of the Philippines) at GRP (Government of the Republic of the Philippines) at lutasin ang panlipunang ugat ng kasalukuyang giyera sibil,” he said.

Brig. Gen. Charlton Sean Gaerlan, commander of the 3rd Marine Brigade (3MBDe), said on Monday that they will intensify peace and security operations in northern Palawan to cut the link of terrorists from the province of Mindoro.

He said their target deadline to end the local communist armed conflict is the first quarter of 2020.
