President Ferdinand Marcos Jr. has signed into law Republic Act No. 12234, or the “Konektadong Pinoy Act,” which seeks to create a comprehensive and inclusive framework for data transmission and connectivity in the Philippines.
The law, sponsored by Senator Alan Peter Cayetano, was enacted on August 24, 2025. It introduces an open access policy to make the data transmission market more competitive and affordable for both service providers and consumers.
Under the measure, all data transmission industry participants (DTIPs) are required to register with the National Telecommunications Commission (NTC).
They must undergo registration and certification procedures, including a cybersecurity audit by the Department of Information and Communications Technology.
The NTC is mandated to monitor and measure the performance of DTIPs based on prescribed standards. Service providers that fail to comply may face penalties.
The law also gives registered providers access to satellite systems without having to lease from existing telecommunications companies. It mandates infrastructure sharing while ensuring consumer protection.
For users, the act guarantees access to non-discriminatory, reliable, and compliant data transmission services, along with courteous and efficient customer service.
The government said the act prioritizes infrastructure building in remote, unserved, and underserved areas to narrow the digital divide and expand internet coverage across the country.
