Gatchalian points to payroll signing as proof of Senate authority

Sen. Win Gatchalian said Wednesday that financial institutions have recognized his authority to act on behalf of the Senate after he signed payroll checks and approved the release of salaries and benefits for employees.

Taking to social media, the acting Senate president said he had already signed payroll cheques at the Land Bank of the Philippines and authorized the release of compensation and benefits for Senate personnel.

“Kinilala na tayo ng mga financial institution bilang authorized signatory para sa financial transactions ng Senado,” Gatchalian stated.

The statement comes amid questions surrounding the Senate leadership, with Gatchalian pointing to the recognition given by financial institutions as proof of his authority to carry out official financial transactions for the chamber.

Gatchalian emphasized that the release of salaries and benefits ensures the uninterrupted delivery of services and fulfills the Senate’s obligations to its employees.

“Sa kabila ng ingay sa pulitika, tuloy ang trabaho ng Senado sa ilalim ng ating pamumuno, kabilang ang pagtupad sa obligasyon nito sa mga empleyado,” he said.

Gatchalian added that Senate employees continue to serve the public every day and deserve to receive their salaries and benefits on time.

He did not identify the other financial institutions that have recognized him as an authorized signatory but said Senate financial transactions are proceeding under his leadership.
