Some 16,577 Palaweños who farm one-hectare or less than lands will receive P5,000 financial assistance from the Department of Agriculture (DA) from the Social Amelioration Program (SAP) of the national government.
Financial Subsidy to Rice Farmers (FSRF) focal person Maria Teresa Carido for the rice program of the DA MIMAROPA said that aside from Palawan, over 8,000 farmers in Occidental Mindoro will also receive cash assistance.
The names of the farmers or recipients are subject to validation through the Registry System for Basic Sectors in Agriculture (RSBSA).
“Yong mga nakapag-enroll na sa RSBSA kasi nag-start kami ng updating ng RSBSA last year pa. Ngayon, lahat ng nakapag-update na ay kinuha na namin yong mga may one hectare and below,” she said.
Farmers enrolled in 2019 RSBSA updated data will be the subject for validation to avail the financial assistance. The financial assistance will get from the Financial Subsidy to Rice Farmers (FSRF).
The FSRF is originally intended for provinces which mostly affected by the start of Rice Tariffication and Import Liberalization Law.
Occidental Mindoro and Palawan are both called as Rice Comprehensive Enhancement Fund (RCEF) provinces in the region.
The FSRF of Occidental Mindoro and Palawan will be enrolled as SAP for rice farmers which have limited livelihood activities due to enhanced community quarantine.
The agriculture department allotted P134.7 million funds for the two provinces on which each farmers with one hectare and below even they owned it or not will receive P5,000 each.
The distribution of cash assistance will be distributed through Landbank of the Philippines and farmers will receive it as direct cash transfers.
“Through LandBank na yan, ang gagawin kasi na yong listahan namin na isa-submit sa central office ay subject for validation at kapag na-approve naman yon ay isa-submit sa LandBank, gagawan ng payroll yon. Si LandBank ay ichi-check nya kung pasado sa system nya yong beneficiaries at gagawan na yon ng cash card na iri-release diretso sa farmer,” Carido said.
“Pero katulong namin yong LGUs through the Municipal Agriculturists pero walang ida-download na pera sa kahit anong LGU o sa probinsya kasi LandBank ang conduit ng pera ng farmers,” she added.
Carido said that DA MIMAROPA has an ongoing extraction of names to validate the list of recipients and to be forwarded in the central office.
“Ongoing yong submission ng LGUs at ng mga staff namin sa Palawan, kino-consolidate ko. Right now ay nagsa-submit na ako sa system, meron kasi kaming nabuong system, doon ipinapasok yong lahat ng beneficiaries namin,” she said.
She said that they are fast-tracking the process to do the distribution within the month of April.
“Kung sa exact date ng release, hindi pa kita mabibigyan kasi magdi-depende yan sa mga kasama namin sa central office and of course sa LandBank,” she said.
