The provincial board of Palawan approved a proposal seeking the creation of a volunteer emergency response group in every barangay across the province, although some officials raised concerns that the use of the word “defense” could create confusion over the group’s intended role.
During the regular session on Tuesday, May 12, the Sangguniang Panlalawigan approved on first and final reading Resolution No. 0448-26, authored by Board Member Ma. Angela Sabando, proposing the establishment of a Community Defense Auxiliary Group (CDAG) in all barangays.
Sabando said the proposed groups are intended to strengthen disaster preparedness and improve emergency response at the community level, particularly in remote and island municipalities where immediate assistance may not always be available.
“Layunin nito na mapalakas ang kakayahan ng bawat munisipyo o barangay sa mabilis na pagresponde sa mga panganib tulad ng bagyo, baha, sunog, at iba pang kalamidad,” she said during her privilege hour.
She said volunteers can help organize evacuations, manage evacuation centers, maintain order, and assist residents while waiting for additional government response.
But during deliberations, Board Member Winston Arzaga questioned the use of the term “defense,” saying it may imply peace and order or security functions rather than disaster response operations.
“I’m just wary about the word defense. Why don’t we call it Community Frontliners Auxiliary Group so that when you’re a frontliner you provide response in cases of disaster or other emergencies,” Arzaga said.
He suggested alternative names such as Barangay Disaster Auxiliary Group to make the purpose of the organization clearer.
“If the purpose is to respond during disaster let’s call it Barangay Disaster Auxiliary Group, but not defense kasi ‘pag defense it has a connotation about the peace and order… iba ‘yun,” he added.
Despite the concerns, the provincial board approved the proposed resolution.
