Citizens group wants transparency of PALECO power deals with IPPs

A group of member-consumers of the Palawan Electric Cooperative (PALECO) is demanding transparency from the power firm on the bidding process in selecting its independent power providers (IPP).

Homer Capinig, founder of Bantay Paleco, said the power situation now was the same seven years ago highlighted by frequent power interruptions.

“Ang kinukwestyon ko ay ‘yong bidding process nila kasi during that time ay panay din ang brownout, kukuha na naman sila ng bagong supplier, IPP, sino ba ‘yan, di namin kilala, paano niyo ba pinipili, ano ba ang terms of reference ninyo, paano ba yong proseso ng competitive selection process niyo, sino ba ang mga Board of Directors, sino’ng miyembro ng screening committee, sino’ng approving body, yong mga function na ‘yan kanino nakaatas?” Capinig said Saturday.

Capinig said what they want is competitive and transparent bidding to avoid anomalies and failures in services.

He said the government must investigate the electric cooperative to stop the power interruptions that are often caused by gecko or lizards and other wildlife.

Capinig’s group has already submitted their position papers and has actively launched information campaigns, especially in social media.

Capinig said that Bantay Paleco has a Facebook page aimed to disseminate information and awareness on the current power supply situation in the province.

It also has become a venue where members can post their complaints.
