The Sangguniang Bayan has approved an ordinance establishing a municipal dog pound to address the rising number of stray dogs and strengthen animal welfare measures in the town.
The measure seeks to provide a designated facility for impounded dogs, particularly those that are stray, abandoned, or involved in incidents that pose risks to public safety.
“Layunin nitong mailagay sa maayos na pasilidad ang mga asong gala, walang may-ari, nakadisgrasya, o maaaring magdulot ng panganib sa komunidad,” the ordinance’s proponent said.
Officials noted that stray dogs roaming public roads have been linked to accidents and potential health risks, prompting the need for a structured response.
The proposed facility has been included in the local government’s Annual Investment Plan for 2027 to secure funding, particularly for the construction of the dog pound.
“Nasama na sa AIP yan, for 2027… para ma-pondohan, lalo na yung construction ng dog pound,” the proponent added.
Authorities assured that animal handling and impounding procedures will follow humane standards to ensure the safety and welfare of the animals.
Beyond impounding, the ordinance also outlines programs to promote responsible pet ownership, including information campaigns, adoption initiatives, and mass anti-rabies vaccination drives.
The facility is initially proposed to be located in Barangay Maasin, although officials said the site may still be subject to further discussion.
