A survey by the Island Press Association of Palawan (iPAP) in the municipality of Roxas on May 1 revealed that party-lists with names sounding similar to government programs appear to have caused confusion among voters.
The survey asked respondents whether they had received assistance from specific party-lists in the past 12 months. Leading the list were TUPAD with 29% and 4Ps with 27%.
According to the certificates of nomination and acceptance filed by the party-lists, TUPAD has no connection to the Department of Labor and Employment’s (DOLE) Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers program, and the 4Ps party-list, or Pagtibayin at Palaguin ang Pangkabuhayang Pilipino, is different from the Pantawid Pamilyang Pilipino Program (4Ps) of the Department of Social Welfare and Development (DSWD).
Despite this, a large percentage of respondents appeared to assume or believe that they had received aid from government programs through these party-lists.
This has prompted the Commission on Elections (COMELEC) to announce that it will no longer allow party-lists to use names similar to government programs or even popular television shows.
“From here henceforth, wala na kaming papayagan na ganyan. We will not allow it, even those names of television programs, telenovelas, etc.,” said COMELEC Chairman George Garcia.
Garcia cited the 4Ps party-list as an example of groups that are frequently mistaken as an extension of the DSWD program.
Pinoy Workers leads Roxas party-list survey
The partylist group “Pinoy Workers” emerged as the top choice among voters in the municipality of Roxas, Palawan, according to the latest survey by the Island Press Association of Palawan (iPAP).
The survey showed that 22.8% of respondents said they would vote for Pinoy Workers if elections were held on May 1. It was followed by ACT-CIS with 14.2%, and 4PS with 10.4%, both of which also garnered significant voter preference.
The survey was conducted by iOptions Ventures Corp. with a total of 360 respondents and a ±5% margin of error.
iPAP reiterated that the results reflect only the opinion of voters at the time the survey was conducted and may change as the elections approach.
Here are the top 10 party-list groups based on the survey:
– Pinoy Workers – 22.8%
– ACT-CIS – 14.2%
– 4PS – 10.4%
– Kapuso PM – 6.6%
– Senior Citizens – 4.4%
– Kalinga – 2.5%
– 4K – 2.2%
– ACT Teachers – 1.6%
– FPJ Panday Bayanihan – 1.6%
– H.E.L.P. Pilipinas – 1.6%
Among the 114 partylist groups included in the survey, a significant number either received less than 1% of support or no vote at all. A third of all party-list groups, including prominent names like Gabriela, Bayan Muna, and Sagip, did not register any support from respondents in the municipality.
iPAP President Romy Luzares said the survey aims to provide a snapshot of electoral sentiment in key Palawan towns ahead of the 2025 midterm elections, as part of its broader mission to strengthen data-driven local journalism.
“From here henceforth, wala na kaming papayagan na ganyan. We will not allow it, even those names of television programs, telenovelas, etc.,” pahayag ni COMELEC Chairman George Garcia.
