The military is investigating possible irregularities in the recruitment, promotion and awarding of military reservists, as former lawmaker Michael Odylon “Mikee” Romero resigned from the Reserve Force amid questions over his rank and decorations.
“An investigation through the Philippine Air Force is likewise being undertaken to establish the facts and determine whether any irregularities or violations of existing policies and regulations have occurred,” the Armed Forces of the Philippines (AFP) said in a statement dated August 19.
Romero filed his resignation on August 19 and relinquished his position as wing commander of the Tactical Operations Wing Reserve Northern Luzon. The PAF said he had been relieved of his post while the review and investigation were underway.
His resignation came as the military faced calls to verify the awards, badges and decorations associated with him.
Questions have also emerged over two copies of Western Command General Orders No. 307, both dated November 5, 2020, that were provided by a source to Palawan News.
Romero’s name appears in one copy alongside eight Philippine Marines listed as recipients of the Gold Cross Medal. His name is absent from the other copy, which lists only the eight Marines.
Both documents bear WESCOM markings and indicate that they were issued in Palawan. However, the AFP has not confirmed whether both are authentic official copies.
It remains unclear which copy is the final and official version, whether the order was amended or corrected, whether another military issuance explains the difference, or whether one of the documents may not be authentic.
The eight Marines received the Gold Cross for gallantry in action during a September 3, 2020 encounter in Barangay Mainit, Brooke’s Point, Palawan.
Romero has denied that he was awarded or possesses a Gold Cross Medal. He has maintained that his military rank, appointments and other recognitions were officially conferred and supported by military records.
The AFP said it was reviewing the rules covering the recruitment, promotion and conferment of awards to Reserve Force personnel.
“The AFP remains committed to upholding the integrity, meritocracy, and credibility of its processes,” it said. “Any verified irregularities shall be addressed in accordance with existing rules and regulations.”
The military has yet to say when the investigation will be completed or whether it specifically covers the conflicting copies of General Orders No. 307.
