A city drowning in flooding woes

Puerto Princesa, once celebrated as a “clean and green” community for its demonstrated zealousness in environmental protection, is fast becoming a cautionary tale of urban neglect. The persistent flooding that plagues the city after every heavy downpour is a glaring symptom of a systemic failure of its political leaders and urban planners to address the inefficiency of its drainage systems.

This week’s flooding episode brought in by tropical depression Romina is essentially a repeat of the same problems city residents have been going through whenever there are extreme rains. The ease of sharing public content offered by social media has dramatized the city’s collective agony this time—a bakery owner accusing the city government of neglect, residents wading through knee deep floods along the national highway. To be jaded about it, nothing is new anymore. Localized flooding caused by clogged waterways, thanks to undisciplined residents dumping their waste in them, even belie the disciplined culture that our community once proudly bandied about.

Proper urban drainage systems are not built overnight. They can’t be fixed by efforts like seasonal desilting campaigns or even creation of temporary outfalls. Real solutions require significant investment in urban planning, infrastructure development, and technical expertise—all of which demand commitment beyond any single term of office of any political leader at City Hall.

Our current political culture prioritizes visibility and immediate returns over sustainability. We have celebrated and bragged about our award-winning reforestation festivities. We have championed “legacy” projects that yielded tangible results in the short term, while the complex and costly work of comprehensive drainage planning has been pushed aside.

This shortsightedness has come at a high cost. The city’s drainage system, designed decades ago for a smaller population and a simpler urban layout, has long been overwhelmed by Puerto Princesa’s rapid growth and climate change-induced rainfall patterns. Without proper upgrades and expansions, the current system can no longer cope, and flooding will only worsen as urbanization continues unchecked.

It is not enough to blame previous administrations or external factors such as extreme weather. Puerto Princesa’s political leaders must take responsibility for their role in perpetuating this crisis. They must break free from the election-driven mindset and adopt a vision that spans decades, not just election cycles. This means engaging in master planning, allocating substantial resources for infrastructure upgrades, and collaborating with experts to develop a resilient and efficient drainage system that can withstand the challenges of a growing city.

Flooding is not just a natural disaster; it is a political failure, and it can only be solved through bold, forward-thinking leadership that prioritizes the long-term welfare of the city and its residents.
