DENR adopts global nature-based solutions standard for climate resilience

The Department of Environment and Natural Resources (DENR) has adopted an international framework that makes ecosystem restoration a key strategy in protecting communities from climate change and natural disasters.

Under DENR Administrative Order No. 2026-30, signed on June 29, the agency formally institutionalized the International Union for Conservation of Nature Global Standard for Nature-based Solutions (NbS), integrating ecosystem-based approaches into its policies, programs, and long-term planning.

Environment Secretary Juan Miguel Cuna said the policy recognizes nature as a critical partner in protecting Filipino communities.

“This policy turns nature into a frontline partner for Filipino families. By restoring forests, mangroves and urban green spaces, we reduce flood risk, secure water supplies, and protect livelihoods,” Cuna said.

Under the new policy, the DENR will prioritize restoring forests and watersheds, rehabilitating mangroves, coral reefs and wetlands, protecting seagrass beds, expanding urban green spaces, and improving flood control in areas most vulnerable to climate change.

The department will also create a technical working group to oversee implementation, monitor results, and develop a national roadmap for nature-based projects using the IUCN’s global standards.

To measure the effectiveness of these initiatives, the DENR will track indicators such as reduced flooding, cleaner water, increased forest and coastal habitat cover, improved biodiversity, and better livelihood opportunities for communities.

The policy also requires the integration of nature-based solutions into the agency’s annual planning and budgeting, while establishing a national registry to monitor ecosystem restoration projects across the country.

The DENR said it will work with local governments, Indigenous Peoples, civil society organizations, academic institutions, and the private sector to implement the program.

Funding for the initiative may come from government appropriations, development partners, payments for ecosystem services, and carbon and blue carbon financing.

Cuna said investing in ecosystem restoration can directly benefit communities by reducing disaster risks and creating sustainable livelihoods.

“We are mainstreaming NbS into regional and municipal plans and ensuring dedicated budget lines so that every peso invested yields both ecological recovery and household security. For a typical Filipino household, NbS means fewer days lost to flood damage, cleaner water for drinking and farming, and new livelihood opportunities from restored ecosystems,” he said.
