Provincial gov’t, DSWD ink deal to strengthen community resilience program

The provincial government of Palawan and the Department of Social Welfare and Development (DSWD) have signed a Memorandum of Agreement to strengthen disaster resilience and community development efforts through the “Panahon ng Pagkilos” Philippine Community Resilience Project (PCRP) under the KALAHI-CIDSS program.

The agreement was signed on May 28, 2026 at the Governor’s Conference Room in the Provincial Capitol, led by Governor Amy Roa Alvarez and DSWD MIMAROPA Regional Director Benchie B. Gonzales.

Also present were DSWD officials, including KALAHI-CIDSS Deputy Regional Director Engr. Raymond B. Libarra, along with provincial officials led by Provincial Administrator Atty. Jefrie R. Sahagun and Provincial Social Welfare and Development Officer Abigail D. Ablaña.

Under the agreement, both parties committed to strengthening community participation and improving access to infrastructure and basic services, particularly in disaster risk reduction and climate adaptation programs aimed at building long-term community resilience.

The provincial government will designate focal persons, provide institutional support, mobilize local resources, and allocate funding to support implementation. The DSWD Field Office MIMAROPA will provide technical assistance, capacity-building interventions, and program management aligned with PCRP guidelines.

Through KALAHI-CIDSS, barangays are expected to benefit from community-driven projects such as small-scale infrastructure and social services that address basic needs and improve preparedness during disasters.

Officials from both sides underscored the importance of the partnership in advancing inclusive development and strengthening the capacity of local communities in Palawan to respond to climate and disaster risks.
