PNP, PCG enforce zero tolerance on indiscriminate firing ahead of New Year 2026

The Philippine National Police and the Philippine Coast Guard announced strict enforcement of zero tolerance policies on indiscriminate firing as the country waits for the 2026 New Year celebration.

In a directive issued ahead of the holidays, the police said it is enforcing a One-Strike Policy against celebratory gunfire, warning that any violation will lead to immediate administrative and criminal action.

The policy applies to all police personnel and carries penalties that may include dismissal from the service and the filing of criminal cases.

PNP Acting Chief Jose Melencio C. Nartatez, Jr. said the policy reflects the organization’s commitment to public safety during the holiday season.

“Any act of reckless or celebratory gunfire is a serious violation of duty and will not be tolerated under any circumstance,” Nartatez said in a press statement.

He said personnel found involved in indiscriminate firing will be relieved from their posts and placed under preventive suspension pending investigation.

He added that command responsibility applies, making unit commanders accountable for violations committed by their personnel.

Separately, the Philippine Coast Guard (PCG) reiterated its own zero tolerance policy on indiscriminate firing during the New Year celebration.

PCG Commandant Ronnie Gil L. Gavan warned that celebratory gunfire is a serious offense punishable under existing laws and regulations.

The PCG said its policy is anchored on directives from President Ferdinand R. Marcos Jr and Department of Transportation Acting Secretary Giovanni Lopez to ensure public safety and prevent injuries or deaths from stray bullets.

PCG spokesperson Noemie Cayabyab said violators may face administrative and criminal sanctions, including dismissal from the service, forfeiture of benefits, and perpetual disqualification from public office.

“Offenders may also be charged under Republic Act No. 11926, which penalizes the willful discharge of firearms,” Cayabyab said.

She added that commanders may also be held liable for violations committed by their subordinates.

“The Commanders of those personnel who will commit violations may likewise be subjected to appropriate administrative charges,” Cayabyab said.

The PCG reminded its personnel that firearms are issued only for official duties and lawful self-defense. “The indiscriminate firing of firearms poses a grave threat to public safety and undermines the PCG’s commitment to protecting lives and maintaining order,” Cayabyab said.

Both the PNP and PCG urged the public to report any incidents of indiscriminate firing to authorities as the country welcomes the New Year.
