Task force created to expedite issuance of ancestral domain titles

The national government has created a task force to expedite the issuance of the certificate of ancestral domain titles (CADT) for indigenous peoples (IP) claimants, a Palace official said.

Cabinet Sec. Karlo Nograles said the Department of Agrarian Reform (DAR), Department of Environment and Natural Resources (DENR), and National Commission on Indigenous People (NCIP) are among the members of the task force that will focus on the immediate validation of ancestral domain titles for release.

“Nalaman natin na may kabagalan ang pag-process ng mga certificates of ancestral domain titles due to non-issuance of certificate of non-overlap ng DAR at DENR. Ang magandang balita ay gumawa na ng task force ang iba’t ibang ahensya para tutukan at mapabilis ‘yan,” he said.

But provincial indigenous people’s mandatory representative and ex-officio board member Joel Lumis, in reaction, said Tuesday to Palawan News that the problem causing delay of the CADTs is actually “lack of personnel and enough budget in the NCIP”.

He said there is no problem with other agencies in the processing of the CADTs and other documents so they are hoping that the task force will help to solve the matter because they have been waiting long enough.

“Ang problema naman talaga ay ang kakulangan ng budget at tao sa NCIP. Kasi sa totoo lang sa NCIP na-de-delay, wala halos gumagalaw. Maganda ang pagbuo ng task force pero sana makita nila ang problema ng NCIP, ‘yong matulungan muna nila na magkaroon ng dagdag na tao at pondo,” Lumis said.

He said NCIP in the province only has five personnel in northern Palawan serving 14 municipalities.

Lumis also said that not all municipalities have their own IPMR in the Sangguniang Bayan who is tasked to address the problems of the IPs.

“Hindi lang CADT ang pino-process ng NCIP kaya kahit mabilis mag-process ang ibang ahensya pagdating sa NCIP ay ganoon pa rin. Example na lang dito, sa norte ilang munisipyo ‘yan pero lima lang ang tao nila dagdag pa ang mga munisipyo na walang IPMR na nakaupo. Sana ‘yong task force na ‘yan ay makita nila ang mga ganyan na problema,” he added.
