Police probe sought on selling of fake tricycle franchises in the city

Councilor Elgin Damasco, chairman of the committee, said Monday that based on their record, 21 individuals have already returned fake franchises allegedly sold to them by a former city government employee and traffic enforcers.

The City Council’s transportation committee has asked the Puerto Princesa City Police Office (PPCPO) to investigate the reported practice of selling fake tricycle franchises.

Councilor Elgin Damasco, chairman of the committee, said Monday that based on their record, 21 individuals have already returned fake franchises allegedly sold to them by a former city government employee and traffic enforcers.

He named the employee as a certain Meryl Clemente who worked under the vice mayor’s office from 2016 to 2017.

Damasco said Clemente is currently a barangay councilor. He did not identify the barangay.

“As of January to October 2019, there are 21 individuals who surrendered fake franchises from alleged illegal transactions involving city government employees. The involved identified as Meryl Clemente, who is currently a barangay kagawad sa isang barangay sa baywalk, she was mentioned by Efney Lusoc. She became an agent on the transaction noong time na siya ay nasa vice mayor’s office,” Damasco said.

However, according to the data of the city government, no Meryl Clemente worked under the vice mayor’s office.

“Based on the data there is no employee named Meryl Clemente, hindi totoo ang sinabi ni Lusoc pero ‘yon po ang sinasabi sa mga kumuha na siya ay under the city government kaya may kakayanan siyang lakarin ang mga franchise,” he said.

Damasco added that the committee also found out that there were traffic enforcers involved in the incident.

He also said that there are many tricycles operating within the city with fake franchises.

“May dalawa pang involved na traffic enforcers na tinanggal na at may isa pa tayong tinitingnan na isa pang traffic enforcer na allegedly involved kaya titingnan natin kung ituturo siya. Ayon sa CTMO ay mas marami pang nasa lansangan na nag-o-operate kahit peke ang franchise,” Damasco said.

He also called on the involved individuals including those with fake franchises to talk with the authorities to explain how they obtained them.

“Hiling natin na kung sino ang may fake franchise ay ibalik na nila at ang ating recommendation ay may makasuhan na. Bibigyan naman natin sila ng pagkakataon na magpaliwanag sa committee,” Damasco said.

Meanwhile, Clemente was requested to appear before the meeting of the committee on legal matters and transportation.
