The Palawan NGO Network Incorporated (PNNI), through its para-enforcers, has confiscated 2 units of abandoned top-down vehicles in Villa Libertad, El Nido, and a unit of chainsaw in Sitio Patugnon, Barangay Kalatagbak, Quezon, from operations conducted on September 13-14, 2016. The said items were reportedly used in illegal logging activities, which PNNI said continues unabated in the province.
Following this, PNNI Executive Director Bobby Chan criticized Bantay Palawan and the Palawan Council for Sustainable Development (PCSD) for the rampant cases of illegal logging in the province.
“Sa loob ng tatlong taon walang pagbabago. Kaya nananawagan ako sa Bantay Palawan at sa PCSD, anong ginagawa niyo? Bakit kailangang NGO ang gumawa ng trabaho nyo?” Chan lamented.
Chan, who admitted that financial constraints hinder them to conduct more anti-illegal logging operations, said that their organization averages around 2-3 apprehensions in a month.
Administrative and criminal cases will be filed against the persons responsible for the confiscated items. In particular, criminal cases for the chainsaw will be filed against a certain Jiger Altobar and an accomplice in violation of PD 705 or Revised Forestry Code and DENR Administrative Order 97-32 (Administrative Adjudication of Illegal Forest Products, Machinery, Equipment, Tools and Conveyances Used in Connection Therewith).
“Yung mga top-down i-aadministrative na lang. Kasi nagtakbuhan mga tao. Masigurado lang sa mas mabilis na proseso na hindi na magagamit sa ilegal. Pag administrative forfeiture eh. ‘Yung sa chainsaw, yun criminal (case),” Atty. Chan explained.
