The Provincial Social Welfare and Development Office this week held a Children’s Congress intended to broaden public awareness on the rights of children who are in conflict with the law.
The initiative, which was held at the Provincial Capitol on Wednesday, was part of the implementation of Republic Act 9344 or the Juvenile Justice and Welfare Act of 2006 and in line with the 6th Juvenile Justice Week Celebration.
The event’s theme was: “Mapagkalingang Hustiya, Ugaliin at Pagtibayin”.
“Kadalasan nai-encounter namin na problem ay ‘yong kakulangan sa protection of children lalo na ‘yong barangay council and official about the law,” Rose Fe Roxas of the RJJWC Secretariat said.
She stressed the need to empower local government units with the capability to properly the cases of children in conflict with the law.
“Kakaunti din kasi ang kaalaman kung paano nila ihandle ‘yong mga children in conflict with the law and the right process to take,” Roxas said.
She noted that in the case of Palawan, child offender are commonly involved in cases such as theft and robbery, involvement with illegal drugs and even homicide and murder.
She added they are pushing the provincial government to put up a “Bahay Pag-Asa” facility that will house children in conflict with the law.
“Doon sila maishelter, mabigyan ng tamang intervention and in holistic approach. Also to give them the opportunity to study habang dinidinig ang kanilang kaso,” Roxas said.
