NPA warns LGUs on “persona non grata” declarations

Taytay Mayor Romy Salvame confirmed on Monday that he and other town officials have received “death threats” from the New People’s Army (NPA).

Mayor Salvame said the threats started after the municipal council passed the resolution denouncing the NPA as “persona non grata”.

Salvame said they expected the threats from the NPA that is why they have reinforced their personal safety and security.

“Nagsimula ‘yan pagkatapos namin magpasa ng resolution. Sinasabi nila na mag-ingat nga kaya baka isa sa amin ang lilikidahin. Actually, hindi lang sa akin kundi pati sa vice mayor at mga konsehal. Expected na namin ‘yon kaya doble ingat na lang,” he said.

Salvame signed the resolution in May 2019.

He said they will not withdraw and will stand by their approved resolution.

“Naipasa na namin at hindi naman ‘yon pwede [na bawiin na lang]. Karamihan ng municipal mayors ay pabor din nga kaya hindi lang ako. Pero katulad nga ng mga sinabi ko, expected na namin at siguro sa trabaho namin may ganyan, hindi mawawala,” Salvame said.

In a statement posted on its official website, the Salvador Luminoso- Bienvenido Vallever Command (SL-BVC) based in Palawan, warned they will punish the municipal officials of Taytay, Brooke’s Point, and Quezon who had passed a resolution dubbing them “persona non grata.”

The rebels also cited the creation of the National and Regional Task Force to End Local Communist Armed Conflict (NTF-ELCAC and RTD-ELCAC) led by the Philippine National Police (PNP) and Armed Forces of the Philippines (AFP) that urges local government units (LGUs) to pass a resolution declaring the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) as persona non grata.

“Dapat ay pag-aralan ninyong mabuti bago kayo gumawa ng anumang hakbang katulad ng pagpapagamit sa mga reaksyonaryo at mersenaryong militar at pulis na inyong ideklara bilang mga persona non grata ang CPP-NPA dahil ang pagdedeklara nito ay kasing kahulugan na rin ng inyong tahasang paglaban at pagdedeklara ng gyera laban sa rebolusyonaryong kilusan,” the statement said.

“Gayundin, magkakaroon ng pananagutan sa rebolusyonaryong kilusan ang lahat ng mga nasa pribadong sektor at mga negosyanteng nagtataguyod at nagsisilbing mga padrino upang linlangin ang mga dating NPA at masa na pumaloob sa pakanang pagpapasuko at ECLIP (Enhanced Comprehensive Local Integration Program),” the statement further said.

They also called on the LGUs to retract the resolutions because they are proof of the declaration of war against the NPA.

“Naniniwala kami na marami sa nasa Sangguniang Bayan at lokal na opisyal ng Brooke’s Point, Taytay, at Quezon ay walang hangad na sumangkot at lumaban sa rebolusyonaryong armadong kilusan at marami sa kanila ay nabitag at nalinlang lamang ng mersenaryong tropa at panggigipit ng rehimeng Duterte. Binibigyan pa namin kayo ng puwang at pagkakataon na ituwid ang inyong pagkakamali, bawiin ang inyong lagda sa ipinasang resolusyon at iatras ang nasabing resolusyon. Dapat niyong tularan ang ginawa ng Sangguniang Lungsod ng Iloilo City na hindi bumigay sa presyur ng AFP at PNP na magpasa ito ng resolusyong na nagdideklara sa CPP-NPA na persona non grata,” the SL-BVC social media post said.

But Vice Admiral Rene Medina, commander of the Western Command (WESCOM), assured Monday in a regular briefing with the media that they will provide security to the officials receiving threats.

“Wala pa [kaming] natatanggap [na report na may death threat sila]. Kung hindi nila ire-report sa amin ay hindi rin namin malalaman kaya feel free to call and inform us. Dapat kung may natatanggap nga sila ay mas maging vigilant sila sa lugar nila and i-report kaagad ang mga kahina-hinala sa lugar nila,” Medina said.

Brigadier General Charlton Sean Gaerlan, commander of the 3rd Marine Brigade (3MBDe), also said they will verify the report if the social media account making the threat is legitimate.

“We already talked with the mayors and we all know naman na hindi lahat ng oras ay mababantayan sila. We are on alert and ready to respond in case, pakiramdaman din nila ang paligid nila. Minsan kasi ang threat ay parang nag-e-extort lang or sinasabi na NPA sila, kaya we will check and papa-confirm natin kung totoong NPA ‘yon. As much as possible i-report nila,” Gaerlan said.
