The Provincial Culture and Arts Program (PCAP) of the provincial government is proposing the creation of local arts councils in all municipalities in Palawan as a measure to help preserve culture and tradition for the next generations.
In the orientation for local cultural development planning on Wednesday with the National Commission for Culture and the Arts (NCCA), PCAP manager Ceasar Sammy Magbanua said municipal government officials and the chair of the Committee on Culture and the Arts should lead the establishment of their cultural development plans.
“Gusto natin na matuto sila kung paano pagyamanin at pagandahin ang aspeto ng kultura sa kani-kanilang munisipyo. Kung mayroon silang mga kweba at may mga artifacts na nakuha doon dapat mapangalagaan at maprotektahan ‘yon,” Magbanua said.
Magbanua said the creation of the local arts council is mandated by the Local Government Code but municipalities in the province have not institutionalized them yet due to lack of training.
“Mayroon ang iba pero sa papel lang, siguro dahil hindi sila masyadong equipped and kulang sa training kaya nais natin na mas palalimin pa ang efforts patungkol dito,” he said.
Magbanua added that there is no specific time frame to finish each town’s planning as it is an ongoing process every year.
