A person believed to be suffering from a mental illness has been arrested by the city’s Anti-Crime Task Force (ACTF) for indecently touching a female passenger inside a multicab vehicle.

An alias “Gerardo”, 47, was taken into custody from his home in Fernandez Street on Wednesday morning.

ACTF chief Richard Ligad said they arrested Gerardo for lascivious acts after a cellphone video showing him being accosted by his victim went viral.

He said Gerardo’s relatives have told him that he is suffering from a mental illness.

“Itong suspek natin ay may problema raw sa pag-iisip. Pinuntahan namin sa kanila, nakausap naming ‘yong kapatid at sinabi nga na may problema ito sa pag-iisip. Inimbitahan namin, nadala namin sa Drop-in Center,” he said.

The center is a halfway home in Puerto Princesa City for people who have mental health illness.

He said they were able to talk with Gerado, but he could not communicate well.

Ligad said commuters should report anyone who will be caught committing acts of lasciviousness because the ACTF and police authorities will help.

“Dapat mag-file sila ng reklamo sa mga cases na ganito para hindi makalabas ang mga taong gumagawa nito. Hindi kasi natin puwedeng i-hold ito dahil hindi naman tayo puwedeng mag-base sa reklamo lang sa Facebook. Ganoon pa naman aaksyunan natin ang mga gawaing ganito,” he said.
