The City Government said Monday the Civil Service Commission, through its law department, has upheld Mayor Lucilo Bayron’s appointment of the City Hall’s department officials, thus also recognizing his legitimacy as the local chief executive.
City Legal Officer and acting City Administrator Atty. Arnel Pedrosa said they have received a copy of the CSC memorandum acknowledging Bayron’s right to appoint and promote regular employees of the city government.
During Monday’s flag ceremony, Bayron said the 47 employees he had appointed will stand.
“Ang 47 na empleyado wala nang problema ang appointment ninyo,” he said. Pedrosa explained the delay of the decision was caused by the case review of CSC.
“Ganon talaga kapag kaso, niri-review talaga nila at pinag-aaralan. At ito hindi naman ito exemption at tingin ko pinag-aralan din nila ito ng husto, salamat naman at nagtagumpay tayo,” he said.
In 2017, the CSC turned down the appointments of city department officials, noting the Ombudsman’s dismissal order against Bayron.
