The inter-agency Peace Law Enforcement and Development Support (PLEDS) Cluster of the Provincial Task Force to End Local Communist Armed Conflict (PTF ELCAC) has introduced and cascaded its implementation plan in northern Palawan to unite municipal efforts in addressing the local insurgency.
The activity, which met with around 63 participants from various law enforcement agencies in the north on July 1, is part of the aim to establish PLEDS Cluster operations coordinating centers at the municipal level in the province.
Marine Battalion Landing Team-3 commander Lt. Col. Charlie Domingo said the implementing plan of the PTF ELCAC was cascaded in order to set the foundations of the Northern and Southern Palawan PLEDS.

PLEDS is composed of law enforcement agencies such as all military units, Philippine Coast Guard (PCG), Philippine National Police (PNP), and the National Bureau of Investigation (NBI) among others.
“Isa sa mga nakalagay sa mandate is dapat maka-establish ng PLEDS Cluster agencies operations coordinating centers. Ang ginawa namin, lahat ng agencies na under ng PLEDS, minus the NBI kasi wala sa municipal level. Ang ipinalit namin is yong Bureau of Fire Protection (BFP) kasi sa development support sila naman ang ginagawa ay rumeresponde at investigation sa mga panununog na siyang No. 1 activity ng mga communist terrorist groups (CTGs),” Domingo said.
He added the outcome of the event was the activation of operations coordinating centers ng Northern Palawan PLEDS Agencies where the municipal members of the PLEDS signed an agreement to activate their municipal PLEDS clusters.
Domingo said ELCAC at the municipal level is already functioning, but they need to be sustained by having PLEDS clusters.
“Dapat kasi suportado sila ng mga mechanisms para maka-suporta sila sa PTF ELCAC natin at mga PLEDS Cluster activities nito. Malinaw sa implementing plan kung kelan ang meeting, anong mga schedules ng operations na gagawin,” he said.
The guest speaker of the event was Lt. Col. Glenn Destriza of the Philippine Marines who spoke about the history of the insurgency in Palawan and the importance of inter-agency coordination to attain the objectives of PTF ELCAC.
Destriza is the director of the PTF ELCAC Operations Center.
“With the long-standing and harmonious working relationship between the AFP and (their) counterpart law enforcement agencies under the PLEDS Cluster, I am confident that we will succeed and that we will prevent the occurrence of any operational mishaps or untoward incidents,” he said.
