City SK to formulate Youth Dev’t Plan

Sangguniang Kabataan (SK) chairmen from the city’s 66 barangays are set to convene to formulate their Comprehensive Barangay Youth Development Plan (CBYDP) and Annual Barangay Youth Investment Plan (ABYIP) in a two-day workshop this month.

Myka Mabelle Magbanua, SK Puerto Princesa Federation chairman said Thursday the activity is set on October 15-16.

Magbanua said the result of the activity will be their basis in the allocation of SK funds, which constitutes 10 percent of the budget of their respective barangays.

Among the speakers will be representatives from the National Youth Commission (NYC) and the Department of Interior and Local Government (DILG) will come to guide and assist them in formulating the CBYDP and ABYIP, she said.

“Mismong ang presidential assistant on NYC ay pupunta dito at magbibigay ng instructions sa atin (SK). Nandyan din ang DILG para sasagutin ang mga katanungan ng SK chairmen kasi sa bagong batas ng SK ay kulang pa ang guidelines na ini-issue ng national government,” Magbanua said.

Aside from the SK officials who will identify the priority programs, projects and activities, the different youth organizations in the city were given forms and questionnaires for them to participate in the budget formulation process for the SK.

“Binigyan na ng mga forms ang mga youth organizations at yun ay ating kokolektahin para malaman kung ano yung mga inputs o idea na nanggagaling sa kanila. Ito ay pagsasama-samahin natin para ma-synchronized sa kabuuhang budget ng SK,” she said.

The budget will be approved by all the SK through a meeting of the city federation and will be presented to the Sangguniang Panlungsod for approval.

One of the priority concerns that Magbanua said affects them is the absence of allowances for the SK councilors.

She said that through a resolution she requested the different barangays of the city to consider allocating funds from its personal services for the allowances of SK councilors since only the chairmen have honoraria.

“Depende na ito sa pondo na e-grant ng barangay. Kung monthly allowance for SK kagawad, mas maganda. Yan sana ang gusto natin. Mas ma-e-encourage ito sa mga kabataan to involve actively sa mga activities. Kung gusto natin ng improvement, kung gusto natin ng pagbabago ay tutulungan natin itong mga kabataan,” she said.
