The city jail management has torn down the roofs of some of its facility structures under “Oplan Baklas” to ensure detainees are not hiding various types of contrabands on them.

The move was prompted by an incident on the evening of June 15 when a facility guard discovered a bag-like cloth thrown into the Puerto Princesa City Jail (PPCJ) compound with a cellular phone and eight pieces of tobacco, Jail Senior Inspector Irene Gaspar told Palawan News on Tuesday.

She said it was timely since they also intended to rehabilitate the ceilings of their structures inside the city jail.

“Yong Oplan Baklas ay isinabay na namin dahil ni-repair namin ‘yong mga bubong namin kasi umuulan rin po may mga tumutulo na. Pagkakataon na rin ito. Eksakto may nagbato, baka meron pang nakatago sa mga area na sa kisame, part of inspection na rin namin,” she said.

“Sa tingin namin meron sa loob, kaya ngayon may ginagawa kaming operation nagbabaklas kami ng mga bubong, baka kasi may mga naitago pa sila sa mga bubong,” Gaspar added.

Aside from Oplan Baklas, Gaspar said they also implemented both regular and surprise inspections of the dorms.

She said the bag that was discovered by JO1 John Gelbert Bandoriao’s appeared to have been thrown from outside.

The jail management believes that the bag owner knows someone who is detained inside.

“Parang may communication sila sa labas ng nagbato. Tapos ‘yong tabacco kasi dito, big deal talaga siya, lalo na ngayon absolute lockdown. Syempre may mga bisyo yan sila kahit naman noong dati pa,” Gaspar said.

“Pinagkakakitaan nila yan ‘yong isang parang bar ng tabacco, nagagayat-gayat pa yan ng maliliit and nabebenta pa ‘yon dahil nga konti ang supply so mas mahal sa ngayon. Binibenta nila dyan sa taga loob, sila-sila rin siguro ‘yong mga may bisyo na dati sa labas ang gumagamit ng sigarilyo dahil nga kontrabando. Kaya binabantayan namin sila,” she added.

Oplan Baklas started Tuesday and ended Wednesday.
