City Hall non-regular employees to receive Christmas incentive

Around 4,500 casual and job order employees of the city government are expected to receive cash incentives of P3,000 each before Christmas.

City budget officer Regina Cantillo said that P13 million from the Maintenance and Other Operating Expenses (MOOE) will be allocated for the incentives of the employees.

“Pipilitin namin na magbigyan lahat pero hindi ko maipapangako na tataas pa sa P3,000 kasi ‘yon lang po ang kaya ng budget,” she said.

Councilor Roy Ventura requested Mayor Lucilo Bayron to allocate funds for the employees during his privilege speech on the regular session.

“Malapit na ang araw ng pasko, sana naman ay mapasaya natin ang ating mga empleyado. Alam ko sa dami nila ay malaki ang aabutin pero sana mayron tayong mabigay,” he said.

In addition, councilor Elgin Damasco suggested that Christmas incentives should be included in annual general appropriations for immediate distribution.

“Kung para sa akin ay bakit hindi nalang lagyan ng budget [isama sa annual budget] ‘yong mga bonus or incentives para sa ating mga frontliners. Kapag ganon ay hindi na tayo maghahanap pa kung saan tayo kukuha ng ipapamigay sa kanila kada darating ang buwan ng December,” he said.

However, Cantillo said that it is not allowed to include incentives of job order and contractual employees to the annual budget.

She said they are only able to distribute incentives from the savings of the government.

“Hindi po possible ‘yon kasi ang job order ay hindi pwedeng isama sa yearly budget unlike sa casual na kasama sa personal expenditures ng pamahalaan. Sila [JO at contractual] ay nakadepende lang ang mga benefits nila sa savings ng city kaya nga ang sweldo nila ay nilalagay natin sa MOOE,” Cantillo added.
