Sicsican wants ID system for barangay residents

Barangay Sicsican is the city’s first barangay pushing for the passage of a city ordinance that will implement an identification card system for its residents.

Barangay Captain Noel Española said they want to issue a Residence Certification Card (RID) to bona fide barangay residents to help facilitate the delivery of basic government services and to regulate their processing of requests for barangay clearances.

Española said have observed many people coming from other neighboring barangays to settle in Sicsican.

“Kasi may mga incorporated barangays na dito, galing Maunlad at Matahimik. May mga sarili silang barangay captain pero dito sila tumitira,” said Española.

He said that the RID will mark the bona fide residents of Bgy Sicsican who are properly registered in the barangay.

“Madami kasi bumili sila ng lupa o galing sila sa ibang barangay tapos dito ang relocation, or baka dito sila kumukuha ng clearance at yung ID yung proof na sila ay bona fide resident namin,” said Española.

He pointed out however that securing an RID card will be voluntary on the part of their residents.

Reacting on the proposal, City Councilor Henry Gadiano said the city government will be ready to support the measure since their local officials are requesting it.
