The provincial government on Tuesday conducted a product demonstration and quality testing in preparation for bidding out a P60 million Solar Home System project under its Energy Development Program.
Nicole Francine Wu, BAC administrative officer, said the product testing is to ensure the transparency of the bidding process.
“Kung may magtanong man sa atin in a future at least makasagot tayo ng tama at diretso kung bakit sa kanila (bidder) inaward,” she said.
She said the project is intended to energize areas of the province not serviced by the main electricity grid.
“Ito ay kasama sa mga programa na bigyan ang mga lugar sa probinsya na hindi inaabot o walang supply ng kuryente,” Wu said.
The project is under the project reference no. TF 439 LDRRMF 17-188 where two bidders are participating – the Equator Energy Corporation with 51 million calculated bid and Best Brands Inc. with 59 million calculated bid.
As for the requirements of the procurement, the winning bidder will provide 12,480 units of the solar home systems.
Some of the criteria that should be met by the bidders are roof-mounted 5W PV solar panel with at least six meters, lithium ferro phosphate battery, 6.4V nominal voltage and running time of not less than seven hours.
Also, four fixed LED bulbs with individual four meters lamp cables and witches with at least 85 lumes each. In addition, life span should not less than sixty thousand hours.
Two years warranty will be provided by bidders for all the enumerated items against manufacturing defects with spare parts available even after expiration of warranty and appointment of a service center in Palawan.
During the activity, representatives of different offices under BAC will give rate the presentation of two bidders for their post-qualification report of the technical specifications.
