All operations of the Palawan Police Provincial Office (PPO) against the internal security threats being posed by the New People’s Army (NPA) without coordination with the Armed Forces of the Philippines (AFP) have been temporarily suspended by the Police Regional Office (PRO) 4B.
Police Senior Insp. Ric Ramos, information officer of the PPO, said the stopgap was recently ordered by PRO 4B Regional Director Chief Superintendent Emmanuel Licup following June 25’s mistaken encounter between police operatives and military troops in Sta. Rita, Samar.
Six policemen died and nine others were wounded in the misguided encounter at Sitio Lonot, Barangay San Roque in Sta. Rita town.
“Para maiwasan ‘yong mis-encounter katulad ‘yong nangyari ngayon. ‘Yon ang gusto ni regional director kaya siya nag-issue [ng directive] is really ‘yong safety pa rin,” Ramos said.
He added “all internal security operations (ISO) of all PNP mobile and public safety forces without proper coordination with the AFP counterparts are suspended” for strict compliance.
Both mobile and public safety forces are under the Palawan Provincial Mobile Force Company (PMFC).
He added there will be no preventive patrol without proper communication with the AFP and only operations properly coordinated will continue.
“Kapag sinabing internal security operations, ‘yan ‘yong laban natin sa mga maka-kaliwang grupo. Meron pa rin naman, at ang diretso [lang] ay ‘yong may AFP, may PNP, ‘yong properly coordinated,” he stressed.
Ramos said he does not know when PRO 4B will lift the suspension order, he assured the PNP will not deviate from what has been ordered by the regional director.
He reiterated the ISO will still continue, but only with proper communication and coordination with AFP counterparts.
“Tayo naman pagdating sa ISO, katuwang talaga natin ang AFP. Ang sinasabi ni RD ay talagang properly coordinated talaga dapat lahat ng mga operations minor or major. Hindi tayo magde-deviate sa statement ng regional director. Kelangan may coordination, ‘yon lang naman,” he said.
