NCIP Regional Office to fast-track indigenous peoples’ rep appointment in the Prov’l Board

The regional office of the National Commission on the Indigenous Peoples (NCIP) is taking a serious eye in fast-tracking the formulation of Gabay to immediately install the new indigenous peoples’ representative in the Provincial Board of Palawan.

 

Regional Director Ruben S. Bastero said that he will push the NCIP-Palawan to call an assembly of selected tribal leaders from different tribes in Palawan who will formulate the Gabay. He said that he already sent a memo to NCIP-Palawan for the drafting of the provincial Gabay.

 

The Gabay is a set of guidelines in the screening and selection of IP representative.

 

“Mayroon na kaming listing ng elders na gagawa ng Gabay, ang problema na lang ang pag-convene,” Bastero said.

 

Provincial NCIP Director Roldan Parangue was supposed to hold a convention on September 22 that will be attended by elders of IP communities in the province but until now it has not materialized.

 

Bastero said that NCIP will shoulder the expenses for the drafting of Gabay.

 

Board members of Palawan have been criticizing the slow action of the NCIP in the appointment of representatives of IP communities to sit in the provincial board.

 

Board Member Winston Arzaga said that during the committee hearing last week, Engr. Roldan Parangue of NCIP- Palawan, said that they will hold a convention on September 22 that will be attended by elders of IP communities in the province but until now it has not materialized.

 

Arzaga said that this will mean that “until now there is no IP representative sitting in the Board.”

 

Currently the post of IP representative is vacant after Board Member Noel Jagmis died last January 26, 2015.

 

Earlier, there were three IP elders who expressed interest for the post.

 

But, Arzaga said these has “to go through the proper process so that there will be no controversy.”

 

An IP representative shall sit as member of the provincial board for three years and the term can be renewed for another 3 years.

 

Bastero said that the performance of the representative will be assessed every year. The Gabay will also set the guidelines in removing the IP representative once the performance is not good.
