A proposed measure in the City Council will require tattoo artists to secure a license from the city government and regulate the esablishments that are offering tattoo and body piercing services.
Councilor Modesto Rodriguez, main author of the ordinance, said the measure aims to ensure the safety of tattoo and body piercing patrons from shops that do not employ safeguards from possible complications arising from unhealthy practices.
The proposed Tattoo and Body Piercing Ordinance aims to prevent possible blood borne diseases including tetanus, hepatitis B and C, particularly if the equipment used by the establishments are not sterilized.
The ordinance requires the sterilization of tattoo needles and their disposal after one-time use.
“Napapaloob dito yung safety ng mga nagpapa-tattoo sa mga tattoo shops, requirement ‘yun na dapat na-sterilize yung mga karayom na gagamitin, syempre dapat pagkatapos nun ay dapat itatapon na, hindi na pwede ulit gamitin dahil minsan baka yung gumamit nung karayom may sakit, at mahawa yung mga kasunod,” said Rodriguez.
The measure also requires minors to secure a parent’s consent before they are allowed to have tattoos.
“May mga nangyayari na ‘yung mga bata nagpapa-tattoo at nagrereklamo ‘yung mga magulang kaya nararapat lang na yung mga magpapa-tattoo nasa tamang gulang o kung sakali man na wala sa tamang edad pero sana may parent’s consent,” said Rodriguez.
Rodriguez said there are around 80 tattoo shop and artists all over the city. He said the ordinance will require tattoo artists and establishments to secure barangay Clearance, police Clearance, medical clearance among others.
“Malaki ang industriya nila, so dapat ma-regulate natin ‘to at makapag comply rin sila ng mga permits at dapat ay lisensyado,” said Rodriguez.
A penalty of fines ranging from P2,000 to P5,000 will be imposed on violators of the proposed ordinance.
“Kaya rin natin pinanukala ito ay dahil para maiwasan yung mga tinatawag nating “fly by night” na nagtatattoo, walang lisensya, medyo delikado para sa mga client nilang nagpapa-tattoo kasi baka hindi sumusunod sa mga regulasyon,” said Rodriguez.
