Kalayaan urged to finish land use plan as Congress moves to open it for titling

Board Member Roseller Pineda on Thursday urged the municipality of Kalayaan to update its comprehensive land use plan in order to protect the land properties from the possible environmental and land abuse.

In December, the House panel approved the bill authored and introduced by Speaker Pantaleon Alvarez and Majority Leader Rodolfo Fariῇas declaring the Kalayaan Group of Island (KIG) as “alienable and disposable” land for agricultural, residential, and commercial purposes.

Pineda told Palawan News that the local government of Kalayaan should update their land use planning which is a primary platform how the land should be used.

“Dapat may land use para makontrol ‘yong mga ganyang mga possibility, kaya dapat ‘yong land use ng Kalayaan updated para pwede mo sabihin na ito lang ang itatayo sa area na ‘to,” he said.

He added if there is no land use planning, there is no limitation in selling properties to protect the island.

“Isa na diyan ‘yong pag-abuse ng mga residente kasi ang gagawin diyan bibilihin ng may pera ang lupa para sa kanilang sariling interest pagkatapos pwede na niya gawin ang mga gusto niya kasi walang control ang LGU o tayo dito,  ‘yong mga ganoon,” Pineda said.

He said there is a danger in the case of “alienable and disposable” lands because everyone can own properties without environmental considerations.

He added that on the Presidential Proclamation No.219, it was declared that the entire province of Palawan as a game refuge and bird sanctuary, and the small islands within it as national reserves closed to exploitation and settlement.

“Dapat maayos ang land use niyan kasi ang delikado ‘yan kaya parang nasaan ‘yong land use planning kung pababayaan natin ‘yong mga ganoong pangyayari. Para maprotektahan dapat updated,” he said.

However, on the other side, he said there is an advantage on the part of the residents because they will have the tenurial instrument and can possess own properties.

“May tenurial instrument ka na and you can possess our own, hindi na siya owned by the government. Pwede ka nang mag-develop kung ano’ng gusto mong i-develop doon, pwede mo ng galawin ‘yong lupa,” he said.

Pineda said that he will propose a resolution urging the municipality to craft the comprehensive land use planning in order to protect the KIG from the environmental abuse as well as other land issues.

“Supposed to be sa LGU talaga pero pwede naman makialam ang province kung kinakailangan para maprotektahan natin ‘to,” he said.
