Puerto Princesa City Vice Mayor Luis Marcaida III has officially received order to assume as Puerto Princesa’s mayor. In the document received by the Office of the Vice Mayor from the Department of Interior and Local Government (DILG), signed by Regional Director Florida M. Dijan on February 16, 2017, Marcaida was “advised to assume to the office of the mayor by operation of law”. The order cited Section 44 of the Local Government Code, which provides that “If a permanent vacancy occurs in the office of governor or mayor, the vice-governor or vice-mayor shall become the governor or the mayor”.
Marcaida’s official assumption of the chief executive position is the latest in the events following the Ombudsman’s dismissal order for Puerto Princesa City Mayor Lucilo Bayron last February 10 after deeming the latter guilty of serious dishonesty and grave misconduct.
In an interview, Marcaida said there is no instruction yet and they are having a meeting with the city government’ s department heads, project managers and barangay captains to assess the city’s current problems.
“Sa ngayon po ay dina-digest pa po natin ang lahat…at amin pong pinag-usapan ang mga kinakaharap na problema ng city na unti-unting nag-bubuild up na nakikita natin na makakaapekto ng malaki sa operation ng city government,” Marcaida said.
Marcaida further said they found out some problems such as the delay of two months-worth of salary of some casual employees, and some issues related to the catering of players to the MIMAROPA RAA Meet in Brooke’s Point.
”We are having a follow-up meeting sa mga opisina na dinadaanan ng mga papeles,” he stated.
“Gusto lang natin na kung tayo ay mag-dedecide ay maging malinaw sa lahat na ayaw natin na mapag-isipan tayo ng dahil sa position. Gusto natin na maintindihan nila na may problema,” Marcaida added.
Per Marcaida, he is now digesting all the matters and asking for divine guidance to do the better decision. He also assured that everything will be consulted to the Mayor.
