Barangay officials in the urban barangays of this city will be deputized by the City Government, once the proposed ordinance on traffic enforcement is enacted.
The proposed city ordinance was deliberated by the Sangguniang Panlungsod during their session Tuesday and most of the city council members expressed their support to the measure. The proposed ordinance was sponsored by City Councilor Rolando Amurao, chairman of the committee on transportation.
Liga ng mga Barangay President Patrick Hagedorn proposed to exclude the rural barangays, saying there is no need to create traffic enforcement units in barangays with no problem on heavy traffic.
The said proposed ordinance is for the creation of the Barangay Traffic Enforcement Unit to serve as force multipliers to the existing traffic enforcers of the city government. Amurao admitted that there is an urgent need to address the heavy traffic within the city proper and its barangays. He also said that the present number of traffic enforcers in the city is not enough to cope with the increasing problem on traffic.
The City Traffic Management Office (CTMO) has only more than 60 personnel, some of them, in fact, are administrative staff.
Under the proposed ordinance, the chief operation officer of each respective traffic enforcement unit will be the barangay kagawad on transportation and the traffic enforcers will be the barangay tanod. They will operate within their territorial jurisdiction.
The CTMO will assist these barangays in setting up their respective traffic enforcement units.
Aside from their deputization, there will also be seminars and trainings to be conducted by the city government to capacitate the barangay officials and tanod as traffic enforcers.
Amurao said there is an allocation of P500 thousand to create and operationalize the plan. He said that these barangay-based traffic enforcers will wear the same vest and uniforms as well as traffic enforcement gears.
“Idedeputize natin ang mga barangay officials at tanod to man the traffic . Hindi na lang natin isali ang mga barangay na wala namang problema sa traffic,” Amurao said.
