City BAC authorized to blacklist errant private contractors

The City Council on Monday approved a resolution allowing the Bids and Awards Committee (BAC) to blacklist erring contractors upon the recommendation of the City Engineering Office (CEO).

Councilor Peter Maristela, the author of the resolution, said contractors with deficient performance in terms of quality of work from 2013 up to 2018 should be banned from participating in bidding processes for future city projects.

“May mga kalsada na ilang buwan palang ay bitak-bitak na kaya hiniling natin na i-blacklist itong mga contractor na sub-standard ang pagawa at para hindi na sila makasali sa mga bidding,” he said during the city council regular session.

He stressed that the BAC will be apprised by the city engineering office on the performance and compliance of the contractors before they classify a contractor as blacklisted.

“Yong BAC ang magba-blacklist pero syempre hindi naman sila ang mag-inspect niyan kaya upon recommendation ng city engineering because they have the capacity to determine if the project is sub-standard or not, ” he added.

He said that engineering office has its own guidelines on determining the sub-standard projects based on the agreement between city government and contractors.

The Council also passed the resolution, on Maristela’s suggestion, to recognize those contractors who comply with their contracts.

“Ang sabi nila isa o dalawa ang papasa sa mga contractor na nagkaroon ng magandang project kaya mas maganda na mabigyan sila ng recognition para lalo silang sipagin ay maging mahusay ang mga contractors,” Maristela said.
