Mayor Lucilo Bayron criticized the Ombudsman on Monday for allegedly singling him out for dismissal without waiting for the final resolution of his case pending before the Court of Appeals.
Speaking to employees and to his supporters who have continued to mass up at City Hall on Monday, Bayron lashed out at the Ombudsman for issuing an order for his dismissal in connection with a case for serious dishonesty that was already dismissed by the Court of Appeals.
“Hindi ba pwedeng makapaghintay ang Ombudsman ng decision ng CA para maging final kung ano ba talaga? May kasalan ba o wala itong Mayor Bayron na ito? Dapat bang tanggalin ito sa trabaho?” Bayron said.
“Unting panahon na lang hindi pa makapaghintay. Inuunahang pilit ang decision ng Court of Appeals para matanggal tayo sa trabaho. Ano kaya ang rason?” Bayron added.
Bayron reiterated that the CA decision in August has rendered the Ombudsman’s original and restored dismissal order invalid.
“That nullification effectively carries with it the nullification of its implementing writ and removes the issuance of another implementing writ,” he said.
Bayron recalled that his case involved the signing of contract of service between him and his son, Karl, who had served as head of his security group. Karl was paid a total of P96,000 for rendering service in a span of six months.
“Sa P96,000 na ito walang nawala sa pamahalaan dahil ito ay pinagtrabahuan ng anak ko bilang VIP security. Minabuti ko na ang anak ko ang nilagay ko dahil naniniwala ako na ‘di ako iiwanan ng anak ko,” he said.
“Napakaraming mga kaso doon sa Ombudsman, milyon-milyon, halos bilyon-bilyon kung ipunin mo lahat. Samantalang itong P96,000, walang nawala sa pamahalaan, ito inaapura na i-implement,” he said.
He also called on the Court of Appeals to promptly decide on his case to stop the Ombudsman from implementing its decision.
“Ang pakiusap din natin sa Court of Appeals na apurahin nila dahil itong Ombudsman talagang apurado, super apurado. Dapat magkaroon tayo ng decision sa kaso na ito,” he said.
Bayron apologized for the disturbance his supporters had caused when they held a five-consecutive day rally at the entrance of City Hall.
“’Yong merong kaunting ingay dito, sana wag niyo nang pag-isipan [ng masama] ang ingay dito. Totoo naiistorbo ang trabaho, totoo na hindi na rin ako makapagtrabaho nang mahusay,” he said.
“Sino ang talo dito? Talo ako. Pero higit sa talo ako, talo ang mamamayan ng lungsod ng Puerto Princesa na naghihintay kung ano ang mangyayari, naghihintay ng mga serbisyong ‘di mai-deliver dahil sa kaguluhang ito.”
