Aborlan councilor Arnel Ortega on Monday warned a private contractor undertaking a P3 million evacuation center project in Barangay Culandanum that is currently facing delays they will move to blacklist them in future local government projects if they fail to meet their completion deadline.
Ortega raised the matter during a privilege speech, as he criticized the slow pace of the work on a covered gym-type project that he said is unlikely to be completed in time.
Ortega claimed it is “impossible” for the contractor, E.M. Abin Trading and Construction, to meet its February 26 deadline to comply with a 150-day target for completion.
“Malinaw na 150 days dapat tapos na, pero malabo kasi napakabagal ng trabaho. Yun pa lamang pundasyon ang nabubuhusan ng simyento. Wala kang ibang makikita kundi ‘yong maliit na floor area na na-concrete nila,” he said.
He added that the residents of barangays are complaining because they will use the court in the month of May for their barangay fiesta.
“Paano magamit kung ganito kabagal ang contractor,” Ortega added.
Councilor Rafael Ortega Jr. said one of the effective legislative measures is to blacklist the contractor.
“Tingin ko, it is timely to draft this resolution. It is the only way to regulate those contractors na kapag nireklamo sila ay matatanggalan sila ng lisensya,” he said.
The Municipal Council is set to conduct a committee of the whole meeting to address the matter.
